		<description>Dear Emily,
My wife had a child out of wedlock with another man before we were married, so the child does not have a birth certificate. The hospital will not issue a birth certificate nor a certified record of live birth without the fathers name and address which she does not know.
Any suggestions on how to get a birth certificate?
I am an American and my wife is in the United States and she has her perminant green card.
Thank you.</description>
